Two complementary buildings of opposite volumetry were proposed, Block and Tower, capable of housing the administrative areas and the connection between the urban fabric and the port.

The two volumes complement each other and help to define the external image of the complex, where the different scales of the neighbouring buildings and the difficult formalisation and enclosure of the Plaza de la Estrella seemed to be determining factors that could be solved with a single building.

A simple floor plan, but a complex profile. Horizontality and verticality generate the logical response to the plane of the sea and the changes in height of the buildings on the Paseo de las Avenidas.
