It was a site with no definition, as it was the land between the boundaries of the Mundet Homes, the neoclassical gardens of the Labyrinth Park, the Can Notari watercourse on the east side and the Vall d'Hebron promenade. The latter, a newly opened fast track, acts as a boundary between the last constructions of the city and the mountain. The terrain has an average slope of 8% in a south-easterly direction. Implementation was difficult.

The idea was to create a building of little programmatic complexity, but covering a large area. Because of its size and public function it acquires an urban image, but it is located in an area of gardens and parks that links the urban landscape with the natural landscape.

We envisaged a building that would be arranged fluidly on the site. A building which, despite its size, would rest on the ground, and be unobtrusive and transparent as possible. We also envisaged a building that had two scales due to a distant and a close-up view. We also wanted a building with a clear image that would define itself as an architectural unit, that would have the capacity to organise its immediate surroundings and that would order the site.
