The Plan constitutes the guiding framework for the application throughout Catalonia of the policies established by the Law on the Right to Housing. Housing as a social right, as formulated in article 31 of the European Social Charter (revised) of 1996, and which is specified for Catalonia in the Law on the Right to Housing of 2008. Needs and actions in the National Pact 2007-2016 signed by all social and economic agents and where the housing policies of the Generalitat of Catalonia are framed. Social housing needs are assessed by specific groups (young people, the elderly, the population at risk of exclusion and the badly housed population) and actions are planned to respond to these needs: with new housing, with the mobilisation of unoccupied housing and with economic aid to facilitate access to housing or to avoid losing it.
