Against the alternative proposed by the urban planners to build a car park/parking lot on the plain, the architect proposed - and the Toledo City Council accepted - to demolish a dilapidated shopping centre and an existing car park in order to make use of that land to build a convention centre with an ambitious programme.

The interest, therefore, of the project lies in having shown the "reversibility" of what has been built, something that unfortunately rarely happens. Behind the wall that strictly defines the perimeter of the city, a car park for 650 cars and an auditorium with a capacity of 1,000 people, plus all the services necessary for a convention centre: such a vast programme does not make itself felt in the city skyline.

The programme is completed with a garden-terrace and an access plaza that should be considered as an extension of Zocodover.
