The plan for the new building envisages the possibility that this new solution will also allow for the development of the square and the adjoining spaces, which are currently in a state of degradation. This solution also proposes the use of the party wall, as a support for one of the bodies of the new building, to organise the space of the square and prevent this party wall from remaining as one of the fronts that make up the square, relegating the City Council building to a boxed-in position. Finally, the aim is to recover the symbolic value of the public building.

For this purpose, the programme has been divided into two parts; one dedicated to offices and offices and the other to community events, such as the assembly hall and the headquarters of the Agricultural Chambers; both bodies are linked by a connection at first floor level that connects the two. This splitting of the programme is reflected in two bodies: the first, two storeys high, adapts to the party wall that currently forms one of the limits of the square; the second, three storeys high, limits and balances the building volume that, facing the square, distorts the scale of the rest of the buildings that surround it.

The access is established between the two volumes and also configures a pedestrian walkway that connects the back of the Town Hall (at first floor level) with the square, giving a use to this currently abandoned space. The first floor (offices) and the assembly hall are accessed directly from the courtyard level at the back of the Town Hall, although this floor has vertical communication inside.
