The site, measuring 45x45, was occupied by the Guardia Civil barracks. The proposed programme, Town Hall, Guardia Urbana, Post Office, Employment Office and courthouse, had to be resolved in such a way that they all had direct and independent access from the outside. A small building within a larger building. In the latter, the Town Hall occupies floors 1 and 2 and shares the lower two floors with the smaller one.

The work, with the structure completed, remained at a standstill for several years until, suddenly, the possibility arose to finish it. Changes in requirements and in the programme will have to be assimilated by a project with a form and budget that are difficult to alter. Thus, we found ourselves directing an almost alien work and solving problems we thought we had forgotten. The modifications to the programme have partially removed the raison d'être of the initial approach, although nothing has apparently changed.
