Headquarters of the Municipal Environmental Service on the banks of the Ebro River

The project is based on two fundamental ideas: the first stems from the response to this special urban and landscape significance of the site; the second seeks to express the intrinsic relationship between the project's environmental commitment, its materiality and its programme.

The relationship with the adjoining urban spaces and the topographical characteristics of the site become active conditions for the implantation, as can be seen in the project section, which also highlights the extension of the public entrance through the roof and the configuration of the building as a viewing platform overlooking the Ebro. The main entrance to the building is on the upper level defined by the promenade. This floor, for public use, houses administrative buildings and the environmental classroom. The main foyer joins and separates the two spaces, allowing them to be used independently. The mezzanine above the foyer houses houses offices for meetings and conferences. Below the entrance level, in the basement, are the restricted access rooms: garage, changing rooms, guard's quarters, storerooms and installations. This lower level has pedestrian and vehicular entrances from the park.

The roof is a fundamental element within the landscape design of the building, and the main image of the building from the neighbouring residential buildings.
