The programme includes a service building with ticket sales, a multi-purpose hall, a shop, a café-restaurant and toilets. The area where the new building is planned is located at the south-eastern end of the ancient Roman city, opposite the current car park and overlooking the Neapolis as a whole.

A building is planned that uses the difference in level between the upper level of the road and the lower level of the esplanade to construct a buried floor with a grass roof, reducing the visual impact of the new construction. The architecture of the new building does not seek to emulate or integrate with the strong architecture present in Empúries but, on the contrary, it proposes a building that forms part of the surrounding gardens. A "natural" geometry is therefore proposed, in continuity with the existing topography.
