In relation to most of the works I have done, this work was on an extraordinary site on a small hill on the edge of Torredembarra, with splendid views in all directions: towards the sea or towards the gently undulating landscape of Camp de Tarragona. The site also had very favourable specific characteristics which were more than enough surface area to meet the building programme, a slight slope towards the sea and communication with the town only on one of its boundaries, the west. The other boundaries were already the natural landscape. The only urban boundary I mentioned earlier, the western boundary, is formed by a large area of detached houses that extends into the town centre. A regular, square building with a large central courtyard allowed me to: Resolve the programme with a correct relationship between access corridors and workspaces. Enclose a part of the indeterminate outdoor space in a courtyard; in this way the building appropriates, in some way, some of the qualities of this outdoor space, in Tarragona: luminosity, cleanliness, temperature, sunshine.
One of the main objectives of the project was to control this outside air, creating a kind of micro climate by covering the courtyard and protecting it from direct sunlight.
In opposition to the disintegrated architecture of the fabric of detached homes through which one arrives, to offer the city a compact volume, which identifies and asserts itself as a public building, and which voluntarily exhibits its cubic origin, its size and its centrality.
The resulting 39 X 39 X 10 ni parallelepiped undergoes two final manipulations: A one-storey building, the administration building, is separated from the access to the west, so that it can be seen as an outpost of the building that welcomes those arriving from the town.
