EUROPEAN URBANITY

The creation of urban spaces is the responsibility of architects and landscape architects. The buildings that make up the public spaces, the furniture in them, the dialogue established with the natural elements (water, air, vegetation), the roads that border or cross them, are the architects of the specific environment that is to be created.

Urban planning is linked to the landscape, the environment and the surroundings. Its spaces are perceived from different points of view, either from a window or from the mobility of the driver or pedestrian. It is therefore a question of situating the competition between urban planning and the construction of buildings in order to force a reflection on the relationship between public and private space, on "the architecturisation of urbanism".

 

RESIDENTIAL LIFE, DISTANCE AND PROXIMITY

Despite the growing autonomy of individuals, the diversity within the same family, professional mobility, the speed of the means of communication that generates the creation of cities of great distances, there is also a great demand for residential social life in the neighbourhood, which must be reformulated on new bases.

How to turn the creation of new typologically innovative residential neighbourhoods and the complexity of the programmes into strategic tools capable of qualifying urban areas undergoing transformation?

 

SUSTAINABILITY

Sustainability is a necessity that emerges as a direct consequence of the growing awareness of interdependence on a planetary scale. European cities must therefore respect the parameters of sustainable development.

Working towards this objective does not only mean taking into account quantifiable criteria of sustainability, it also means influencing the necessary message through the architectural and urban project.

 

SCALE AND URBAN-SCALE-EUROPAN ARCHITECTURAL

EUROPAN is committed to favouring strategic projects with the capacity to have an impact on the development of an urban area wider than the site itself, in any of the proposed situations: reconversion of areas of the consolidated city, rehabilitation of complex sites, of obsolete industrial spaces, or requalification of neighbourhoods in difficulty.

Although it is difficult to specify the exact size of a EUROPAN site, it is important to work on an intermediate scale between territory and building, the "urban-architectural" scale.

 

PROGRAMME

Sites shall submit a programme reflecting:

- the decision-makers' urban strategy for the site itself

- the general urban expectations of the city

- the specific characteristics of the site

- the intended uses and programmes.

 

INTERDISCIPLINARITY

In view of the complexity and multiplicity of issues to be addressed on urban-architectural sites, EUROPAN recommends the formation of mixed teams with professionals from different disciplines: architecture, urban planning, landscape architecture, arts, engineering, etc.

 

1. REGENERATION

An organism is said to regenerate a lost or damaged part if it sprouts again and regains its function. In EUROPAN 10, this topic concerns sites whose transformation raises the following question: In areas with a strong identity, but whose functions have become obsolete, how can they be adapted to a new dynamic of uses?

1-A PROGRAMMATIC TRANSFORMATION

Transform means to adopt a new identity. In some EUROPAN 10 sites it is more important to change the uses than the space. However, can adaptation to new forms of urban living succeed in changing the identity of the place?

1 B LANDSCAPE MUTATION

The mutation of an object involves a change in its structure. In EUROPAN 10, there is a group of large-scale sites with a strong landscape character, where new uses need to be introduced. Can the identity of the territory be preserved if its "structure" changes?

1-C SOCIAL TRANSFORMATION

To transform is to move from one entity to another. Many urban transformations imply social change in the area, through the exclusion of former inhabitants. Especially in the renovation of residential neighbourhoods, how to improve the quality of life while avoiding social exclusion? 6 sites E10 :

2. REVITALISATION

Revitalisation is the deliberate, organised and conscious effort by members of a group to create a new culture. In EUROPAN 10, it refers to sites whose transformation is addressed by answering the question of how to intensify urban life in spatially and socially degraded areas.

2-A URBAN ACUPUNCTURE

Acupuncture treats health problems by acting on specific points that affect the overall system. Some EUROPAN 10 sites are larger than their actual size. How can targeted interventions generate effects on a territorial scale?

2 B LINEAR PUBLIC SPACES

Linear component spaces can play an important role in the structure of existing urban areas. However, how to relate this development to its surroundings, while reinforcing its public character?

2 C MAGNETIC POLES

A magnet is a material or object that produces a magnetic field, attracting or repelling other magnets. Some EUROPAN 10 sites offer the opportunity to create urban magnets. What conditions have to be in place in a specific location - changes and intensification of uses, increased public and private synergies - to reactivate the space by attracting citizens?

3. COLONISATION

Colonisation occurs when one or more species populate a new area. The term derives from the Latin colere, "to inhabit, to cultivate, to frequent, to practice, to attend to, to keep, to respect". In EUROPAN 10, it concerns sites on the outskirts of cities, whose transformation is undertaken through the application of a new philosophy of sustainable land use.

3-A NEW COMMUNITY

A community is a group organised around common values and social cohesion, sharing a geographical location, usually through social units larger than the family unit. In EUROPAN 10, the transformation of a group of sites involves the creation of new residential units. How can these new areas become eco-neighbourhoods?

3-B URBAN TRACE

The ecological trace, which measures ecosystem demand, is represented by the amount of biologically productive land required to regenerate the resources consumed by a community at a specific site. In EUROPAN 10, some sites are strictly urban developments. Is it possible to assess in which type of urban structure the colonised territory is more ecologically efficient?

3-C SUSTAINABILITY SCALES

Buildings consume a lot of land as well as energy and water, altering air and atmospheric quality. In 2006, buildings used 40 per cent of the total energy consumed across the European Union. At many of the EUROPAN 10 sites, the necessary attention to sustainable architecture is underlined. However, in new urban developments, how can sustainability be integrated at different scales, from building to urban?
